【禁闻】《京华周刊》停刊 官方否认引质疑

【新唐人2011年11月11日讯】本月中国记者节,运作不到一年的《京华周刊》传出停刊
消息。《京华时报》总机证实属实。但《京华时报》官方微博却表示:停刊消息纯属谣
言。业内人士认为,中宣部可能怕舆论激起新闻界的愤怒,赶紧往回收,不承认事件的
存在。

11月8号中国记者节当天,传出北京《京华时报》打造的《京华周刊》停刊消息,很多
网友感叹《京华周刊》记者过不了记者节,要自谋生路了。

《纽约时报》合约摄影师杜斌:�像这样一个媒体倒掉的话很正常,原因是从今年以
来,整个的形势都收紧了。尤其是国外的像茉莉花革命,非洲发生的这些事情(民主抗
议)已经让政府恐慌了。所以它觉得最容易制造噪音的就是媒体,把一些敢说话的媒体
搞掉。�

杜斌表示,因为北京是首都,北京市官员认为首都应该作为全国典范,不应有任何噪音
出来,所以出来一个就消灭一个。

今年九月份,北京的《新京报》和《京华周刊》的母报《京华时报》,开始划归中共北
京市委宣传部主管。自由撰稿人西贝在《德国之声》撰文透露,原因是现任中共北京市
委宣传部的部长鲁炜,不想让自己的辖区充斥负面新闻,因此终结两报对北京的所谓媒
体�监督�。

大陆资深媒体人高瑜指出,《京华时报》从归属上,已经从中央报刊划归为北京市报
刊,也就是化为地方报刊,她认为,新成立的《京华周刊》被停刊,是中共严控媒体的
一系列动作之一。

高瑜:�从六种全会以后,对所谓的文化发展大战略,它其中有一段是专门对付新闻和
网路的。加上新华社是80周年,现在就是要用主旋律来严控媒体。所以,在这个问题
上,周刊被停,那就是很正常的事了。�

2010年10月底,�记者无国界�组织发布的2010年度�全球新闻自由度报告�,在
178个国家和地区当中,中国排名第171位。报告说,尽管中国的媒体和互联网目前十分
活跃,但是新闻审查和压制仍持续不断。

外媒记者:�中宣部那边要求比以前多了。对新闻媒体的要求是不报这个,不要报这
个。最近的人大代表独立参选人的事情,这个事情(中宣部要求)不要报的了。中宣部
控制媒体以前就有,只是现在控制的力量增加了。�

对于《京华周刊》停刊风波,《京华时报》在官方微博写有:本刊从未停刊,而后又
写:停刊消息纯属谣言。有网友质疑,周刊微博从11月2号之后没有再更新,之前几乎
每天更新,这不得不让人产生联想。也有人认为,没有停刊,并不代表没有重大变故。

前北京《中国改革杂志社》新闻部主任赵岩:�不管停与不停,如果是来自上面的压
力,导致这个刊物停的话,那就说明你前面六中全会,刚刚开完说要加强文化的创
新,要大发展,要把握国际话语权,你就以这种方式来做,新闻界稍微使用一点监督的
权利,有一点监督的力度,完了你就一棍子打过去,不让新闻界有更大舆论的空间,那
么你这的文化怎么能大发展?�

杜斌表示,凡是容易引起全国人民关注的事情,中共总是遮住眼睛,把这个事情搪塞过
去。

Beijing Weekly' Shut Down, CCP Denies It

On November 8, China's Reporters' Day, news came thatnew magazine Beijing
Weekly will close down.The Beijing Times attendant confirmed the news, but
theBeijing Times official micro-blog said the news was false.Experts
believe, afraid of angering the media industry,the Central Propaganda
Department reversed the order.

During China's Reporter's Day, news came of the closureof Beijing Weekly
magazine, started by Beijing Times.Many netizens exclaimed that Beijing
Weeklyreporters must find new jobs.

Du Bin (Photographer, New York Times): "It's normal formedia to go, because
the situation is pretty tense right now.Especially after the Jasmine
revolution and the thingsin North Africa, the government (Chinese regime)
is scared.It wants to get rid of media that tends to speak up."

Du Bin expressed that since Beijing is the capital,officials in Beijing
want to set an example.They don't want any noise coming out,so they try to
eliminate noisemakers one by one.

In September, Beijing Times, publisher of Beijing News andBeijing Weekly,
fell under control of the Chinese Communist Party (CCP) BeijingPublicity
Bureau.Freelancer Xibei told Voice of Germany that this was donebecause CCP
Beijing Publicity Bureau Director, Lu Wei, didn't want "negativenews."

Senior media staff, Gao Yu, pointed out that Beijing Timestransitioned from
a CCP national paper to Beijing City paper.She believe, shutting down
Beijing Weekly is part of CCP'snew measures to strictly censor media.

Gao Yu: "After the six CCP meetings, regarding developmentof culture, much
of it is targeting control of press and internet.In addition to the 80th
anniversary of Xinhua, it (CCP) triesto boost it's official paper by
strictly censoring other media.On this regard, a magazine shutting down is
normal.

It must be due to the Beijing City, Beijing Publicity Bureau,and the
Propaganda Office wanting to shut it down."

At the end of October 2010, Reporters Without Borderspublished the 2010
annual Global Press Freedom Report.Among the 178 countries in the
report,China ranked number 171.The report mentioned that media and social
media are veryactive, but press is constantly censored and suppressed.

Foreign Media Correspondents: "The restrictions fromthe Central Propaganda
Bureau have increased.In the past, they would order entities to not report
on this,not report on that.Recently, they were not allowed to report on the
independentcandidates of the Nataional People's Congress election.The
Central Propaganda Bureau always controlled media,but the control efforts
have increased recently."

Regarding the Beijing Weekend incident, Beijing Times'sofficial micro-blog
said, "Our magazine has not stopped publishing."Later they added, "News of
shutdown is completely false."

Netizens noticed that the Beijing Times's micro-blog stoppedupdating since
November 2, though it posted daily before that.Some suggest, even if it
doesn't shut down,there might be major changes.

Ren Zhaoyan (Former News Director, Beijing Reform Mag):"Whether it shuts
down due to pressure from above,the 6th CCP' Plenum talked about cultural
rejuvination.

To develop an international voice.This is what they meant by that.If the
press gains a little bit of freedom, then you (CCP)suppress it immediately,
how do you develop culture this way?"

杜斌表示,凡是容易引起全国人民关注的事情,中共总是遮住眼睛,把这个事情搪塞过
去。Du Bin said that anything attracting public attentionwill be covered up
and hidden away by the CCP.
