【禁闻】美官方首次公开指控中共网络间谍

【新唐人2011年11月5日讯】美国11月3号公布的一份政府报告指出，中国和俄罗斯情报
组织和企业骇客，透过网路攻击窃取美国高科技研究和发展资料，用于本国经济发展。
这是美国官方首度公开指控中国大陆和俄罗斯的骇客攻击行径。中国网路专家和情报人
员证实，美国的指控没错，不过受害者不只是美国。

这份题为《外国间谍在网路空间窃取美国经济机密》的报告说，中国是世界上经济间谍
活动最多，最活跃的国家。

前中共情报官员向《新唐人》证实,中共一直在政治、经济、军事、科技等方面窃取美
国信息。

李凤智：�美国是中共国安的头号目标，事实上美国也是世界上经济很强大的国家
嘛，中国要想维持在国际上的地位，维持自己所谓的崛起，包括国内一些问题的处
理，都和美国有千丝万缕的联系，情报工作当然就包括经济啦。�

中国网路专家张新宇几年年前创办了全球自由信息运动网站，来联合全世界网路爱好者
消除中共对世界网路的威胁。他表示，中共在电脑教育领域广泛进行骇客技术训练。

张新宇：�凡是有电脑系的地方，都有一个所谓的电脑网路安全研究，就是搞电脑骇
客，病毒研究。�

张新宇告诉记者，他曾经在广东军区的自动化指挥司讲课，发现部队里还有这样的比
赛。

张新宇：�在军队里，每年有一个大比武，不止一个项目，比谁能把谁给他用网路把它
瘫痪啊，或者偷东西，中国现在硬体都是好几套的，军队都是独立的，军队一套光
纤，公安又有一套公安系统的光纤，至少有三套网线。�

张新宇透露，中共花了大量的人民纳税钱来进行骇客研究。

张新宇：�全国搞肉鸡（病毒），发Email或者用个图片解一下，就中了它的小木
马，有了这木马，他再打开后门,把更大的程式输入在你的电脑里，他就可以随时调动
你的电脑，只要你的电脑开着，他专门有机构做这件事，那么多人做，所以他调动的电
脑在全世界肯定比美国要多，从这一点上来讲，对世界就构成了一个大的威胁。�

他表示，中共现在在世界上可以同时调动上亿的肉鸡来为它服务，不过网路的自然属性
是开放的，而共产党所做的刚好相反，做一个网路柏林墙要比破网软体花上大于十倍的
功夫。

报告说：中国和俄罗斯认为自己是美国的战略竞争者，因此不遗余力的收集美国的经济
信息和技术。台湾退休调查员吴子逸认为，共产国家历来如此。

吴子逸：�尤其中共，这个是他的常态，各个国家都有它的大量的情报人员，大部分在
国安局做情收的工作，到了每个国家可能挂的是外交人员，挂的是经济人员，甚至是学
者交流。�

上个月，美国众议院情报委员会主席迈克．罗杰斯在国会听证会上，呼吁美国和欧洲、
亚洲的盟友一道，迫使中国停止这一活动。台湾中华经济研究院吴惠林教授认为，唯有
结束共产制度，才能达到目地。

吴惠林教授：�除非中国转成一个自由民主的体制，才回归比较健康的经济发展成长的
模式，不然对全世界也会造成非常大的破坏，现在不只是美国一个国家的问题，是全球
都同样的一个问题。�

吴惠林教授指出，中共的崎型经济模式是全球经济危机的根源，中共对经济毁灭性的破
坏应该引起全世界的重视。

US Criticizes CCP's Hackers

On November 3, a U.S. intelligence report pointed out thathackers and state
sponsored intelligence agencies in China and Russiaare stealing high-tech
research and development informationfrom the United States, for their own
economic development.This is the first time that the United States
officially accusedChina and Russia of fostering hacker attacks.Chinese
Internet experts and intelligence officers confirmedthat the U.S.
allegations are indeed true.However, the United States is not the only
victim.

The report, Foreign Espionage In Cyberspace To StealU.S. Economic Secrets,
claimed that China is the world's most active economicespionage nation.

Former Chinese intelligence officials told NTD TV thatthe Chinese Communist
Party (CCP) has been stealing informationfrom the United States in the
political, economic, military, science,and technology sectors.

Li Fengzhi: "The United States is the number one targetof the CCP's State
Security Bureau.The United States has a strong economy.

China wants to maintain its international image,to maintain its so-called
rising star status, including the favorable handling ofits domestic
issues.China is inextricably linked to the United States,and thus,
intelligence work will include economic espionage."

China internet expert, Zhang Xinyu, established an onlinenetwork of global
freedom campaigns, a few years ago,calling for Internet enthusiasts around
the worldto work together to eliminate the CCP threat.He said, regarding
computer education,the CCP both encourages and pays for hackers' technical
training.

Zhang Xinyu: "Wherever there are computer departments,there is so-called
computer network security research,which teaches students about computer
hackingand virus research."

Zhang Xinyu told reporters that he had once given lecturesin the director's
office in Guangdong Military District, and found that theyactually hold
hacking contests.

Zhang Xinyu: "The army has a contest every year.

In various projects, they compete against one anotherto see who can
paralyze a network or steal some data the fastest.China now has several
sets of computer hacking hardware.

The army is has its own set of optical fibersand the police have their own
set.There are at least three sets of optical fibers in all."

Zhang Xinyu said the CCP regime spends a lot of tax moneyto train today's
Chinese hackers.

Zhang Xinyu: 10:22 "The whole nation is using a viruscalled Chicken.

Once a hacker sends an email or an image to you,and you click on it, a
Trojan will be installed on your computer.When this happens, a backdoor
program will be opened,allowing hackers to transfer bigger programs onto
your computer.Therefore, any time you use your computer, the hackerwill
have access to all of your files.Hackers have special organizations that
they work with.

The fact that there are so many hackers out thereusing other people's
computers, constitutes a major threat to the world."

Zhang Xinyu said that the CCP now utilizes millions ofChicken viruses
throughout the world.The Internet is naturally open, so the CCP has to
spend 10 timesthe money and effort to create an Internet Berlin Wall
(firewall), than it takesto develop a software to overcome the firewall.

The report said China and Russia think of themselvesas strategic
competitors of the United States,so they spare no effort in collecting
informationon U.S. technology and the economy.Wu Ziyi, a retired
investigator, said that communist countrieshave always been this way.

Wu Ziyi: "Especially the CCP, hacking is very normal to them.

There are a large number of Chinese intelligence officersin every country,
working directly with China's State Security Bureau.These people pose as
diplomatic staff, economic personnel,and even exchange students."

Last month, at a Congressional hearing, Chairman Mike Rogers,of the U.S.
House of Representatives Intelligence Committee,urged the United States,
Europe, and Asian allies,to force China to stop its nefarious hacking
activities.However, Professor Wu Huilin, of Taiwan's China Instituteof
Economic Research, said we would have to eliminate communism in order to
reachthat goal.

Professor Wu Huilin: "Unless China turns into a free democraticsystem, it
will never experience healthy economic developmentand growth, which will
not only damage the U.S. economy,but the world's economy.

Professor Wu Huilin pointed out that China's warpedeconomic model is at the
root of the global economic crisis and desperately needsthe world's
attention.
